The levees failed 10 years ago. Not at all sure I have any more confidence in the new storm surge barrier. At best both were/are guesses about what the worst imaginable storm might bring. And only Mother Nature knows; our climate continues to change. Personally I believe in trying to stay out of nature's way, not building where she wants her rivers to go, not building in low-lying flood plains that will inevitably flood again. It's unrealistic to expect the entire city of New Orleans to relocate. But as an individual, I think I'd take the hint and move elsewhere if at all possible. (Besides, it's hot and humid there -- my least favorite climate.)
