Excellent point. Employee evaluations by employers should be kept between those parties. As for the state's evaluation of teachers -- if the state decided it's results weren't valid, then most definitely those results should not be released.

I've always questioned the wisdom and fairness of judging teachers by their students' performance on tests. There are so many factors that are beyond the teachers' control. Family backgrounds, innate intelligence and motivation, ability to perform well on tests, etc. All are relevant and all are beyond teachers' control. If you must judge teachers, look at their resumes: their training, work histories, length of employment at each school, recommendations and evaluations from principals, co-workers, etc.
